ING recently unveiled planwithease.com®, a plan administration service specifically designed to help sponsors of 403 (b) plans meet the added responsibilities they face under new IRS regulations taking effect January 1, 2009. The changing regulatory environment will present an administrative challenge to many public colleges, universities, public school districts and 501(c)(3) nonprofit employers, which for the first time, will be required to assume a higher level of involvement in their employees' retirement plans. planwithease.com is one of the first plan administration services developed in direct response to the new requirements.

planwithease.com was designed to help plan sponsors manage their new role as one of the primary points of contact for participants initiating retirement plan transactions under the new IRS rules. "Many tax-exempt employers are wondering how they will manage this new relationship with participants, who are often invested with multiple providers," said Dan Hanlon, Senior Vice President of Public Market Sales. "They seek the peace of mind that a service like planwithease.com can provide, which shoulders that burden for them."

A number of crucial administrative tasks required by the IRS regulations can be handled by planwithease.com, such as annual notifications to employees, contribution limit monitoring, and review and approval of participant withdrawal requests.

By acting as a single source for plan information, participants can also benefit from planwithease.com. The service provides 24-hour access to account summary information for all of their selected vendors, and can initiate withdrawal requests, all in a secure environment. It can also provide employees with electronic salary reduction agreements, and allows them to make contribution rate changes online. Its retirement planning tools and calculators can also help educate employees about whether they're on track to meet their personal retirement goals.

ING, including its legacy companies, has been a 403(b) service provider to schools and their employees since 1967. ING has been partnering with clients seeking help in making informed decisions about their new role in this fast-changing regulatory environment. ING has also created a website devoted exclusively as a resource to plan sponsors seeking more information about the 403 (b) reg changes, at www.ing.com/us/403bregs.
