ING Envoy Fixed Index Annuity products feature improved withdrawal flexibility and an international index

ING USA Annuity and Life Insurance Company ("ING USA") (NYSE: ING) is introducing the new ING Envoy Fixed Index Annuity family of products featuring improved withdrawal flexibility for clients and an international index element, according to Chad Tope, senior vice president, ING Fixed Annuities. The new ING Envoy family of annuities' features compliment an existing stable of ING USA fixed annuity products designed to guarantee asset protection, provide increased interest crediting potential, and offer the ING IncomeProtector Withdrawal Benefit that provides guaranteed payments for life and some built-in inflation protection.

"While clients and their agents are attracted to ING USA fixed annuity protection and payment guarantees, many have also expressed an interest in more flexible withdrawal options for accessing their money. ING Envoy products offer that flexibility while still providing the many advantages of ING USA fixed annuities," said Tope. Tope also said the new international index feature reflects the growing popularity of international elements among many savers. ING Envoy Fixed Index Annuities are backed by ING USA Annuity and Life Insurance Company, an annuity provider with a history of strong financial ratings.

Improved withdrawal options

The ING Envoy Fixed Index Annuity products feature greater withdrawal flexibility based on 'windows of opportunity' that allow full or partial withdrawals without incurring surrender charges or market value adjustments.

Each ING Envoy annuity is designed with a nine year surrender schedule that provides clients with full access to their accumulation values at varying intervals. The family of ING Envoy Fixed Index Annuities feature three distinct levels of withdrawal access:

  -- ING Envoy Three is designed to help clients weather volatile markets
     and the potential impact of inflation.  ING Envoy Three allows full or
     partial withdrawals without surrender charge or market value adjustment
     during 30-day Windows of Opportunity at the end the 3rd and 6th
     contract years. It also allows free withdrawals of up to 10% of the
     accumulation value each year after the first year,

  -- The ING Envoy Six allows full or partial withdrawals without surrender
     charge or market value adjustment during a 30-day Window of Opportunity
     at the end of the 6th contract year. It also allows free withdrawals of
     up to 10% of the accumulation value each year after the first year

  -- The ING Envoy Nine is a more traditional fixed index annuity that also
     allows free withdrawals of up to 10% of the accumulation value each
     year, and full access to the account value is available at the end of
     the ninth year.


The popular ING IncomeProtector Withdrawal Benefit rider is also available with ING Envoy annuities. This optional rider, introduced earlier in 2007, provides a flexible, guaranteed stream of payments for life and an annual increase to the guaranteed withdrawal base amount, which helps offset the potential effects of inflation.

New Dow Jones EURO STOXX 50® Index feature

The ING Envoy Fixed Index Annuity products provide potential for interest crediting through a blend of the changes in the traditional S&P 500® Index and the Dow Jones EURO STOXX 50® Index.
