ING Variable Annuities Improves Investment Flexibility with Minimum Guaranteed Income Benefit; Adds Investment Options to Line-up

ING U.S. Financial Services (NYSE: ING) has announced increased investment flexibility and control for owners of its variable annuity contracts which have the Minimum Guaranteed Income Benefit (MGIB) rider available. This means that owners of ING USA Annuity and Life Insurance Company variable annuity contracts with MGIB riders can now allocate their entire contract value into any investment option available under the contract without having to invest a 20% minimum allocation in the fixed allocation fund bond investment options previously required, according to the company.

The change became effective at the end of April 2007. ING Variable Annuities said in its announcement that the change provides financial professionals and their clients with more control over investments, the opportunity for greater equity market participation, and the prospect of taking greater advantage of the popular 'Quarterly Ratchet' feature that allows ING Variable Annuity contract owners the opportunity to lock in gains four times a year.

According to the Company, elimination of the required 20% allocation into a fixed allocation fund applies to in-force variable annuity contracts issued with the MGIB rider after August 20, 2006, since MGIB riders issued before then did not include the 20% asset allocation requirement. The asset allocation requirements, including the 20% Fixed Allocation Fund minimum requirement, remain in effect for all ING LifePay and ING Joint LifePay variable annuity contracts.

ING Variable Annuity investment portfolio enhanced, simplified

ING Variable Annuities also announced it has added several new investment options to all of its variable annuity contracts, effective April 30, 2007, according to the announcement.

ING Franklin Templeton Founding Strategy Portfolio has been added as a fund-of-funds option within the ING Variable Annuity investment option line- up. This fund-of-funds portfolio consists of three investment options: ING Franklin Income Portfolio, ING Templeton Global Growth Portfolio, and ING Franklin Mutual Shares Portfolio.

New investment options now available for ING Variable Annuity contract owners are:

   - ING Van Kampen Equity & Income Portfolio
   - ING Franklin Mutual Shares Portfolio
   - ING T. Rowe Price Growth Equity Portfolio

Additionally, the following ING Variable Annuities investment changes are also effective this month:

   - ClearBridge Advisors, LLC. will now subadvise the ING Legg Mason
     Aggressive Growth Portfolio
   - ING Janus Contrarian Portfolio is now substituted for ING Legg Mason
     Partners All Cap Portfolio

   - ING FMR Diversified Mid Cap Portfolio is now substituted for ING
     Capital Guardian Small/MidCap Portfolio, which is now closed to new
     investments.
